War to pursue imperial aggression in Iraq at the expense of the war on Al Qaeda.

particularly Bin Laden's willful:
(1) Provocation of the Afghan and Iraq invasions,
(2) Assistance to Bush's two presidential election victories, and

a Doomsday cult that had hijacked American foreign policy, the United States

Based on this redefinition of the 9/11 War, the
widely embraced U.N. resolution must proactively identify the nexus of power
behind the 9/11 War as the greatest threat to civilization, equivalent to an
incoming Earth-busting meteor that motivates all nations to dismiss existing
grievances and cooperate fully to deflect it. As a launching pad for such an
endeavor, this global initiative would commit to the immediate cessation of
all support for both the Bush Administration's neo-conservative experiment in
the Middle East and Al Qaeda's war effort. To lead by example, America would
jumpstart the global campaign by radically reforming U.S. foreign policy. Most
importantly, two imminent events must be averted:
(1) The looming U.S. bombing of Iran,
(2) A third presidential-election-eve surprise by Al Qaeda intended to postpone
indefinitely the 2008 American election and portray a Bush imperial dynasty
supported by the tacit consent of the American people.
American implementation of this new initiative's cornerstone U.N. resolution
would face a daunting challenge in reclaiming political power from the entrenched
special interests represented by the Bush Administration, including the military-industrial
complex of the defense and oil industries, as well as the religious extremism
of militant Evangelical Christian and Israeli sects. However, the vital necessity
of removing this duplicitous neo-con influence on U.S. foreign policy requires
that the American people explore all non-violent means of expulsion, including
radical reform in campaign and war financing as well as national "recall" elections.
Only by halting the imminent neo-con war on Iran can America can have a secure
foundation from which to reverse the U.S. image of imperialistic military and
economic aggression that is the principle basis for Al Qaeda's power, the broad
ideological appeal of the group's anti-American war effort. Having eliminated
the neo-conservative influence on America's war effort, the new U.S.-led alliance
would not focus on vaguely articulated, unattainable objectives like eliminating
evil or combating all groups designated as "terrorists", but rather focus on
isolating and destroying the masterminds of the 9/11 attack currently based
in Pakistan.
With the stage set for a critical realignment of
the global perspective on the 9/11 War, America can proceed to salvage its reputation
by displaying its unparalleled value to civilization with its greatest feat
of technological wizardry to date. Recognizing both the calamitous role of Middle
Eastern oil supplies in this war and the central importance of energy to increasing
the global standard of living, America must embark on an international initiative
to resolve the current global energy crisis with technological innovation. In
an effort analogous to the Manhattan Project or the moon landing, America and
its allies must make an unprecedented investment of resources to answer the
alternative energy question:
· "What is the safest, most cost-effective, technologically feasible method
to provide practically inexhaustible energy to all of the world's people? Will
a multi-year research and development project discover the atom bomb of peace,
one such cheap, renewable energy source? Will this project enhance the opportunity
for a short-term hybrid solution in which a U.N. study group would assess all
of the world's populated regions and recommend a unique solution for each region
that maximizes the energy production potential of the area's natural resources
and combustion-engine-based infrastructure?"
Based on an influx of cheap, abundant energy, fossil fuel dependency can be
eliminated and valuable resources like potable war can be manufactured in abundance
to increase dramatically the global standard of living and the pace of future
scientific discoveries. Considering that the emerging sciences of genetics and
nanotechnology offer the prospect of virtually unlimited natural resources,
the dramatic acceleration of this research from a massive influx of inexpensive
energy could bring to fruition the technocratic dream of liberation from the
shackles of Earth's natural limitations on life support. With just one more
technological miracle, America can save its reputation by convincingly displaying
this nation's indispensable value to civilization. Most importantly, America's
industrial wizardry can save the world from Bin Laden's war and the related
international conflict over limited natural resources.
Another cornerstone for this new American war effort
must be a broad diplomatic realignment, including:
(1) Reestablishing America's commitment to the sanctity of international law
(including nuclear arms limitations treaties, the Geneva Conventions, the Kyoto
pollution protocols, the outlawing of imperialistic war by U.N. Article 51,
as well as respect for global peace, international democracy and economic justice
through initiatives such as the United Nations and the Earth Charter (www.earthcharter.org)),
(2) Replacing the widely reviled American occupations in Iraq and Afghanistan
with Muslim-based U.N. forces.
Having reestablished a strong, broadly based international alliance against
Al Qaeda, this U.S.-led coalition can then militarily confront and defeat a
crippled Al Qaeda high command in its sanctuary of Pakistan.
On the basis of a public relations victory, America can finally begin to use military means effectively to eliminate Al Qaeda. A prerequisite to vanquishing the terrorist empire militarily must be the elimination of its strategic nuclear advantage as a stateless nuclear power. Six years after 9/11, the world community can no longer accept the farce of Pakistani national rule in regions dominated by the Taliban that have continuously served as safe haven for Al Qaeda's high command. Pakistan must reestablish global observance of Al Qaeda's official state sponsorship by formally acknowledging the secession of these regions and then aiding the global effort to eliminate the greatest threat to civilization. Once again bound by the doctrine of Mutually Assured Destruction, and faced with crumbling ideological support that threatens to expose the global terrorist network, Al Qaeda will then be confronted with total collapse amidst a multinational invasion of its high command's safe haven.

4) DESTROYING AL QAEDA'S HIGH COMMAND: Facing the consensus of a fortified global alliance, the Pakistani government must concede the secession of its Taliban/Al Qaeda-dominated Western provinces to form a new independent nation. This redrawing of the world's most critical national boundary would: A) Re-anchor the image-conscious Al Qaeda to its obligation under the MAD doctrine as an officially state-sponsored group to not engage in offensive nuclear war, B) Geographically isolate the group in prelude to a U.N.-led invasion of the region to destroy Al Qaeda's high command.
